Add configuration files and update API URL in MeteocatService

- Created .dockerignore, .editorconfig, .gitignore, .prettierrc, .vscode configurations (extensions.json, launch.json, mcp.json, tasks.json).
- Updated nginx.conf to include API proxy settings.
- Changed apiUrl in MeteocatService to use relative path.
